Budget & Billing
SVWA's fiscal year runs from July 1 to June 30. Members approve the budget at the September annual meeting. The budget includes money for administrative expenses, system maintenance, infrastructure improvements to ensure a reliable water supply and meet regulatory requirements, and maintain reserves. The Board of Trustees conducts an audit every August.

SVWA Budget
Fiscal Year 2025 budget* (approved by members at September 2024 meeting)
Current annual rates are $650 for dues plus a $120 water fee. Payment of the $770 total cost, billed on October 1, can be made two ways:
Payment in full: Due by December 31.
Payment plan: 11 monthly payments of $71.66 and 1 payment of $71.74, with the first due by October 31. Total payments include a $90 annual handling fee. Contact us to set up a payment plan.
At the 2023 annual meeting, members approved a dues increase, staged in $100 increments over three years, to help increase the association's reserve fund for major projects; the water fee will remain $120. Learn about why the increase is necessary in this Q&A.

Online Bill Pay — Save time and avoid late fees. Set up online bill pay with your bank to electronically pay your bill. If you're interested, contact us to request SVWA's account number and billing address to use when setting up the association as a provider. Learn more.
Water Hookup Fee
Vacant lot owners building a home are charged $10,000 to cover connection costs and contribute to the overall system. To apply for a water hookup, submit an online request using our contact form.
You are encouraged to monitor your monthly usage to be mindful about conservation, help minimize saltwater intrusion in our aquifer, and avoid overage fees.
At the September 2025 Annual Meeting, members voted to amend SVWA's Water Overage Policy to further emphasize the need for conservation. Overage fees increase each time your usage exceeds the monthly limit of 8,000 gallons within a calendar year:
1st violation: $0.20 per gallon over the limit (a 500-gallon overage would cost $100, for example)
2nd violation: $0.40 per gallon over the limit ($200 for 500 gallons)
3rd violation: $0.60 per gallon over the limit ($300 for 500 gallons)
4th violation: $0.80 per gallon over the limit ($400 for 500 gallons)
Subsequent violations: $1 per gallon over the limit
Overage fees are waived only for extraordinary circumstances, such as a service line break. The fee schedule is effective for each calendar year and resets every January 1.
